Where and procedure to renew Lebanese passport from Dubai?

To comply with the recommendation of the International Civil Aviation Organization (ICAO), Lebanese citizens are encouraged to apply for new passports.
According to the International Civil Aviation Organization (ICAO) recommendation, Lebanon’s General Directorate of General Security has announced:Passports that have been renewed or have accompanying children should be replaced with new ones.
To renew a blue passport for another year (which takes two working days), you must also apply for a new blue passport (which is different from the biometric passport).
Anyone over the age of 18 must be present when applying for a new passport.
