How to apply and obtain Private Tuitor(ion) License UAE?

In the United Arab Emirates, private tuition has been made lawful by the announcement of a new authorization by the government to provide instruction outside of schools. The people who can apply for the permit are university students, students in their 15s and 18s, unemployed people, registered teachers, and those who currently hold a job.

The permit is for 2 years and there are no charges to apply for the permit. Those who are found offering private lessons without a permit face fines and penalties. Private tuition was previously banned in the UAE.

MoHRE and the Ministry of Education (MoE) launched this together with an aim to eliminate illegal tutions.

Documents required

The basic required documents are:

  • Passport / emirates ID
  • Signed declaration form
  • Good conduct certificate
  • Noc (No objection certificate) from the Employer
  • Noc (No objection certificate) from the Guardian (for those who looking to offer private tuitions)
  • Provide experience certificate if applicable
  • White background passport size photo

Depending on which category you apply under, the documents required will vary.

1. Student category (university student/school student):

• A certificate of continuity of study for a student in the secondary stage/indicating that the student is enrolled at the university.
• The student’s last academic certificate.
• No Objection Certificate (NOC) from the guardian.
• Certificate of good conduct.
• Medical fitness certificate.
• Valid identification documents (passport/residence visa/Emirates ID).
• A clear personal photo with a white background.

2. Unemployed category:

• Latest academic degree.
• Certificate of good conduct.
• Valid identification documents (passport/residence visa/Emirates ID).
• Medical fitness certificate.
• Experience certificate (if any).
• A clear personal photo with a white background

3. Workers in different sectors:

• Latest academic degree.
• Certificate of good conduct.
• No Objection Certificate (NOC) from the employer.

4.  A teacher registered in a public or private school:

How to apply for the permit for taking private tuition online / offline?

Eligible candidates can apply to the Ministry of Human Resources and Emiratisation (MoHRE) online.  Select the service tab and choose Private teacher work permit

Step 1:

Visit https://publicservices.mohre.gov.ae/UserNotifications/MohrePrivateTeacherWorkPermit

Step 2:

Enter Emirates ID number

Enter the OTP received on your mobile number

Step 3:

Select the category you would like to seek for the permit.

  • Student category (university student/school student).
  • Category of the unemployed.
  • Category of workers in different sectors.
  • A teacher registered in a public or private school.

Step 4:

Choose the appropriate category and upload the required documents accordingly.

Step 5:

Download the ‘Code of Conduct’ document next, sign it and upload a digital copy to attach to your application.

Step 6:

Click Submit to complete the process. Your application will be received by MOHRE. After verification and processing, you will be get back by 5 working days

Is it free and how long is it valid?

Yes, the permit granted is free of charge. This permit allows the individual to conduct private tuitions, however, they must sign a code of conduct specified document by the MoHRE.

The permit is valid for two years.

Can licensed tutor teach from their home country?

Yes, they can do but they have a valid residency.

How many students I can teach?

There is no fixed number of students.

What is the processing time?

It takes 1 to 5 days.

Why private tuition permit is required?

Dr Muhammad bin Ibrahim Al Mualla, undersecretary for Academic Affairs of the Ministry of Education, said the new system provides “flexible options for students and parents … while maintaining discipline, quality, and efficiency in the educational process”.

“The introduction of a permit for individuals qualified to provide private lessons will help curb illegal and unregulated practices when recruiting private teachers, which risk affecting the learning process as a whole,” he added.

The legal framework regulates private lessons at the national level, protects the rights of private teachers, and “ensures that students receive supplemental education that meets their learning style and needs”.

Undersecretary for Human Resources Affairs at MoHRE Khalil Al Khoori urged people seeking private instruction to work with experts certified to provide these services and to fulfill their financial commitments as stipulated in the agreement.

What are the Fines & Penalty if not taken license?

Previously there was a fine of AED 50,000.
