What you need to know about the new Labor Accommodation System launched by the UAE?

According to the official news agency WAM, the Ministry of Human Resources and Emiratization (MoHRE) has introduced the latest version of the Labour Accommodation System.

It is the first nationwide website for registering worker accommodations and showcasing them to businesses nationwide in order to spread knowledge about regulated housing units that abide by the rules and guidelines established by the Ministry and its partner governments.

The program intends to improve the standard of living and well-being of UAE laborers, further solidifying the nation’s standing as one of the world’s best places to live, work, and invest.

The action is taking place in accordance with Ministerial Resolution No. 44 of 2022 concerning Labor Accommodation and Occupational Health and Safety.


UAE Compliance

“There has been a notable increase in compliance among companies with labour accommodation standards and conditions, driven by the online Labour Accommodation System, as well as periodic inspection campaigns, continuous efforts to ensure companies meet their obligations in terms of labour accommodation, and legal actions are taken against non-compliant companies, which are placed under closer inspection until they take corrective measures,” MoHRE said.

“Our partnership with the private sector and the awareness campaigns targeting business owners have succeeded in improving the level of compliance,” it added.

When compared to February 2022, when Ministerial Decision No. 44 of 2022 Regarding Occupational Health and Safety and Labor Accommodation went into effect, the number of private sector companies adhering to labor accommodation standards and registered in the Labour Accommodation System increased by 1,000% by the end of 2023, according to the Ministry.

According to the Ministry, businesses’ increasing adherence to labor accommodation requirements is a reflection of their growing understanding of how important it is to abide by the laws that protect employees’ welfare and ultimately increase productivity.

It also highlighted the “important role that collaborative efforts among government entities have played in promoting compliance among companies.”

According to the ministry, 103 inspection campaigns in all were conducted in 2023 in association with four federal and local government agencies.

These initiatives contribute to the maintenance of workers’ health, safety, and appropriate living conditions—thereby improving their quality of life and overall wellbeing—by ensuring that businesses and owners of labor accomodation facilities follow the guidelines established by the ministry.

The ministry clarified that in an attempt to maximize oversight of workers’ housing conditions and working conditions, it has established national labor accommodations databases in partnership with pertinent federal and local government agencies.

MoHRE implements a comprehensive system of labor accommodation standards that improve the UAE labor market’s competitiveness and appeal while fostering employee well-being, enforcing health and safety regulations, guaranteeing worker comfort, and securing the nation’s leadership in these fields internationally.

Laws pertaining to labor accommodation standards provide a detailed formula. It covers requirements that guarantee the safety, comfort, and health of employees as well as the suitability of the structures and settings of these accommodations for habitation.

In addition, the specifications call for the provision of all utilities, such as water, electricity, air conditioning, enough lighting, and spaces set aside for eating, cooking, and washing, as well as the use of non-flammable building materials. A sign with the company’s name in both Arabic and English must also be displayed.

In addition, there must be enough room for beds, rest areas, areas for each worker’s tools and clothing, ventilation, sanitary facilities, and supplies for basic hygiene.
